 Rebel Inc. puts the player in the shoes of an international stabilization mission to try to stabilize a region. The 'Coalition' has defeated the regime, but civilians feel hopeless and neglected. It is the player's task to jump start an up and coming nation by providing health, education, sanitation, jobs and infrastructure. However, insurrection never sleeps and the populace doesn't trust that they can bring peace. The player must balance the needs of the population with the needs of their military, while also controlling local inflation and corruption. A lot of things to juggle, especially with so little resources. Can they bring peace to this highly unstable region, or will they end up in the history books as just one more step of a nation that's constantly in a state of civil war?
 Inspired by real world counter-insurgency tactics as seen in Afghanistan, insurgents recruit fighters from the populace to fight for control over the region. The less you are able to address the concerns of your citizens, the more disgruntled they are, and the more likely they will be to join the insurgents. If you are unable to defend a place from insurgent invasion, it will fall into their hands and they will use their control over that zone to rile up hatred and distrust against you. Cities are particularly important as they contain large chunks of your region's population. Insurgents will use anything they can to spin around in a narrative against you, so you must make sure to address the population's needs as much as possible and protect them from harm. If they think that you can't stabilize the region, they will join the insurgents.
